Another parent films every match and uploads clips

The children all know the camera is there, but I am not sure every family agreed to their child being posted publicly. It is also starting to affect how one or two players behave when they know highlights are being made. Should this be handled by the coach, the club or individual parents?

Why are Verified Coach details private?
This should be handled through the club, not left to individual children or touchline arguments. The club should have a clear photography and video policy, confirm what consent has been provided and decide where footage may be shared. Public social-media posting is different from filming privately for team analysis. Raise it calmly with the coach or the club's safeguarding lead. Focus on the process rather than accusing the parent: 'Can the club confirm what permissions are in place before more clips are uploaded?' Until that is clear, the safest step is to pause public posting. The players should not have to manage the situation themselves. The filming may also be affecting behaviour, so the coach can reinforce that matchday is not an audition for highlights. The priority is a safe environment where every family understands and agrees to how footage is used. Speak privately and make it about club process: 'The clips are useful, but can we pause public uploads while the club confirms consent and its video policy?' Acknowledge the effort, avoid discussing individual families and let the safeguarding lead or club official provide the final guidance.

If the club confirms everyone has consented to filming, would you still separate permission to film from permission to upload publicly? That feels like the bit people often assume is the same thing.

Yes. I would treat those as separate permissions. A family may be comfortable with footage being used privately by the team but not with public social-media posting. The club should make both uses explicit so nobody has to infer what they agreed to.
