Are coaches meant to stop children taking the same restart every time?

One of ours is the quickest to the ball whenever it goes out so he ends up taking nearly every restart. The other two barely get a go. I know the idea is not to overmanage it, but surely there is some value in occasionally saying 'let someone else take this one' so the same child is not making every restart decision?

I would share the restarts around a little. Player ownership does not have to mean the quickest child owns every ball that goes out. If one player has taken five in a row, a simple “let somebody else have this one” is not overcoaching the football decision. Then step back again and let the new player choose what to do. You can also build the habit in training by asking the nearest player to restart rather than the loudest or quickest one. I would not create a strict rotation where the adult counts every restart. Just notice if the same child is dominating the opportunity. The format is supposed to give all three more decisions. Restarts are part of those decisions, so it makes sense to protect access to them.

Only thing I would avoid is a strict rotation. The adults end up more focused on whose turn it is than the kids are.

Nearest player is an easy habit in training. Stops the restart becoming a race to grab the ball.

Agree. Player ownership should include the quieter players getting some ownership, not the fastest child owning every restart.

I just say 'someone else this one' if the same kid has taken loads. Takes two seconds.
